HON. DELROY HUGH WILLIAMS, CD, MP
MINISTER OF STATE, LOCAL GOVERNMENT and COMMUNITY DEVELOPMENT
Hon. Delroy Hugh Williams, C.D., M.P., currently serves as Minister of State in the Ministry of Local Government and Community Development and Member of Parliament for Central Clarendon, positions he has held since September 2025.
Minister Williams began his political career in 2003 as Councillor for the Seivwright Gardens Division in St Andrew shortly after graduating from the University of the West Indies with a Bachelor of Science degree in Philosophy. He served in that role for 22 years and, during that period, also held the position as Mayor of Kingston (2016–2024), Senator (2017–2025) and Deputy Mayor of Kingston (2024-2025). As Mayor, he was instrumental in advancing infrastructure improvements and sustainable development in the Downtown Kingston area. His hard work, dedication and passion for infrastructural development and sustainable growth resulted in his election to the Regional Executive Committee (REXCOM) of Local Governments for Sustainability (ICLEI) in 2017. This appointment made him the first representative from the English-speaking Caribbean to serve in this capacity, representing regional interests on the global sustainability stage.
During his tenure on the Board of Directors for the National Solid Waste Management Authority (NSWMA), Minister Williams provided oversight as the Chairman of the Human Resource Committee and as a member of the Audit Committee.
In 2021, he was awarded with the Order of Distinction, Commander Class (C.D.) for his contribution to public service in local government. He remains committed to advancing inclusive and participatory community development across Jamaica, especially now in his capacity as Minister of State.
